Minor
Interviews revealed that staff #1 held on a child's chins and proceeded to tell him "Para Para" in harsh and intimidating tone of voice. This pose a potential health, safety, or personal rights risk to children in care.

Facility stated they are enforcing walking loops for children to hold to stay together as well as verbally stating number of children they have before leaving a room. Facility will also begin taking smaller groups to the bathroom. These changes are already in place.
