Based on information obtained during interviews and record review Licensee failed to comply with the regulation above as child 1 and child 2 were terminated in violation of admission agreement which posed a potential health, safety or personal right risk to children in care.

Based upon LPA observation, the fence has an area that has sharp metal & accessible to children as well as a gap between the wall and fence where a child could squeeze by. The other side of the playground not in use is not fully enclosed by a fence and potenetially accessible to children. This is a potential health, safety and personal rights risk to children in care.
