Based on observation, interview and record review, 18 preschool children were present in the Honeybees classrooms with 2 staff (including TA1). LPAs observed TA1 does not have Early Childhood Education units, therefore teacher to child ratio was not met. This poses a potential health, safety or personal rights risk to children in care.

Licensee stated a qualified teacher had called out sick on this date. Per licensee, fully qualified staff are hired and work at the facility. Licensee also stated a fully qualified staff was present in the Honeybees classroom, however, moved classrooms during LPAs' visit. Staff qualifications handout was provided during today's visit. Licensee stated TA1 will either register for Early Childhood Education units or be moved to a classroom with fully qualified staff to ensure ratio is met.

An emergency staff meeting was conducted January 12, 2026, discussing children’s personal rights and how to appropriately work with children. Staff member who inappropriately handled a child received a write up from director and was terminated from facility. Civil penalty was assessed. Staff will have an additional training through the department on how to appropriately handle children. LPAs will refer director to child advocacy for personal rights training.
