Based on the observation, the Licensee did not meet the Operation of a Family Child Care Homes which poses an immediate Health, Safety & Personal Rights risk to the children in care. During the facility tour LPA observed stairs that were not barricaded. LPA also observed four children under the age of five. Licensee stated she does have two barricades
