Based on observation, the licensee did not comply with the section cited above in that the entire first floor of the facility and inside of licensee's car smelled strongly of marijuana which poses a potential health, safety or personal rights risk to children in care.

Licensee disagrees regarding marijuana smell and states the smell comes from burnt sage. Licensee will keep the windows of her home closed to prevent odors of marijuana from entering the home.
