This requirement was not met as evidenced by: Witnesses observed the licensee forcing child(ren) who she transports to go into her vehicle(s) crying and/or being force by licensee when children refuse to leave with her. Licensee acknowledged child(ren) being defiant and parent(s)/Legal Guardian of child(ren) having knowledge of the incident in question. It was mentioned by one of the witness that the licensee used harsh language toward the child(ren) when taken from the school grounds.

Based on LPA's observations upon arrival to the facility 9 children were present under the supervision of the licensee. No additional assistant was present during this inspection which poses an immediate health, safety or personal rights risk to persons in care.

Written statement of understanding was provided by licensee during inspection pertaining to Regulation 102416.5(b)(3). Licensee called the parent of C1-C4 to pick up children from facility. Children were picked up by parent/legal guardian from daycare during LPA's inspection.

This requirement was not met as evidenced by: LPA Emiko Bell from the Monterey Park Regional Office was denied access to interview daycare children in attendance at the above facility related to a pending investigation. Ms. Ramos agreed to visit CCLD website to go on-line at www.ccld.ca.gov and print out a copy of Title 22 Regulations and review them on a regular basis, as well as be familiar with videos pertaining to inspection authority to ensure she is always up-to-date on the changes to those regulations. A written statement of understanding was provided to LPA regarding inspection authority.
