Based on observation and interview, the licensee did not comply with the section cited above. While touring the outdoor activity space at 8:56 AM, LPA observed an unlocked shed partially open. Inside the shed, LPA observed an axe and heavy duty pruning loppers with blades which poses an immediate health, safety or personal rights risk to persons in care.
