Based on LPA interviews, it was confirmed that children's personal rights were violated. Interviews confirmed that staff pulled on a child's clothing intentionally, got down to eye level, and spoke to the child in a stern manner causing the child to display shock. This poses an immediate health, safety, and personal rights risk to children in care.
