Based on record review and video footage review, LPA observed Staff #1 (S1) not meeting personal rights regulation, as staff did not treat day care child with dignity and respect. violating children’s personal rights, as staff did not treat day care child with dignity and respect, which poses a potential health and safety risk to the children in care.

Based on LPA's observation, LPA observed 17 children present at arrival. Which poses an immediate health and safety risk to the children in care.

Licensee stated she will ensure children's schedule do not over lap and make sure there is plenty of time when a child is being picked up and dropped off, to keep facility in ratio.
