Capacity speccified in subsections (b) and (c). This requirement was not met as evidenced by visual observation of licensing staff. At the time of arrival at approximately 1:52 PM licensing staff obseved LIcensee's Assistant, Marine Adamyan alone with 14 children present, five were in the living room and nine were in a bedroom napping. This is an immediate risk to the health and safety of children in care.
