LPA toured the facility with the assistance of the Licensee / Temine Atoian at 2:35PM and observed fifteen (15) children present. Per Licensee, there are currently 34 children enrolled. The licensee is currently operating the Family Child Care Home beyond the conditions and limitations specified on the license, including the capacity limitations. This constitutes the second instance in less than a month in which the licensee has failed to comply with licensing requirements. This noncompliance poses an immediate risk to the health, safety, and personal rights of the children in care.

The parent of Child 1 was contacted, and Child 1 was picked up at the time of the visit. The Licensee will review Title 22 Regulations Section 102416.5 on Staffing Ratio and Capacity and develop a written Plan of Correction (POC) to ensure compliance. The written plan must include if services will be terminated for a child or if Licensee will coordinate a new schedule with parents to ensure compliance. During record review, LPA observed that the Mandated Reporter Training for the Licensee had expired on 12/29/2024 and Staff 1 was missing the Mandated Reporter Training.
