Based on interviews, the licensee did not comply with the section cited above. During the investigation, LPA conducted interviews, and it was confirmed that staff member yelled at and handled a daycare child in a rough manner. This poses a potential health, safety, and personal rights risk to children in care.

Facility representatives agreed that all staff will review the video titled “Children’s Personal Rights in Child Care” and submit written proof to the Fresno Regional Office, including the names of staff who reviewed the video and the date of completion. Licensee agrees to be referred to the Technical Support Program (TSP).
