Based on LPA observation the licensee did not comply with the section cited above when licensee operated a childcare center while supervising 10 children alone. The children have not always been within the licensee's line of sight and the children have been accessing the entire facilty and not within proximity to licensee. The lack of supervision poses an immediate health, safety or personal rights risk to persons in care.

Licensee will barricade the doors and closets in the bathroom making them inaccessible to the children in care.
