This requirement was not met as evidenced by: Based on interview and record review, the licensee did not comply with the section cited above in that it was determined that on 10/22/225 C1 was left unsupervised on the preschool playground for approximately 25 seconds, which poses a potential health and safety risk for children in care.

Director stated staff were trained on 10/22/2025 in transitions and will conduct additional training on the three steps counting procedure to ensure all children are accounted for. Director stated a copy of the written transition procedure along with the sign in sheet will be reviewed and submitted to the San Diego Regional Office by 12/12/2025.
