Based on LPA observations and licensee interview, the licensee did not comply with the section cited above. LPA observed in accessible living room a pet bird and its cage against the living room wall. LPA observed underneath the cage, white bird feces and food on the floor which poses/posed a potential health, safety or personal rights risk to persons in care.
